PHILLIP LASKER: The Australian Industry Group has called for a "sensible start" to the Federal Government's carbon pollution reduction scheme.

In its submission the manufacturing lobby group proposes that initial caps should be limited to Australia's Kyoto commitments.

It also says the 2020 target should be no more than 10 per cent below year 2000 emission levels.

But the group wants Australian cuts linked to overseas emissions reductions to avoid domestic industries losing competitiveness and relocating.
